001 Find the image you would like to use, I am using one of my own photographs, feel free to use it to follow the tutorial.
002 Now Go to the layers panel to the right of your screen and right click on the image layer, then go to Duplicate.

003 Next, go to Filter -> Blur -> Radial Blur and set your settings to the same as the ones below.

004 Lastly, get the Eraser Tool and make it around 120 in size and 0 on hardness. Then rub out the blurred layer over your subject and you are done! Below is another example of using the same tutorial
