Level Of Difficulty Very Easy

001 Open the image you would like to use in Photoshop. I used one of Rachel Stevens from S&T.

002 Duplicate the background by going to Layer -> Duplicate Layer.

003 Now, go to Filter -> Pixelate -> Mosaic and set your settings to the same as below.

004 Yay! We are almost done. Lastly, set the pixelated layer to soft light.
